European Commission workshop on heating & cooling

On the 26th of January, the European Commission organized an informal meeting on the heating and cooling related provisions of the Commission's proposal for a revised Renewable Energy Directive post 2020. The purpose of the meeting was to introduce the relevant provisions of the proposal and clarify any possible questions stakeholders may have in order to facilitate a better understanding of the provisions ahead of the forthcoming legislative work.
After a presentation of the key innovative measures in the recast RES Directive, a “tour-de-table” between stakeholders highlighted positions of the different industries, and clarified pending questions. ESTIF highlighted the importance of making the clean energy package reflect better the relevance of heating and cooling and promote the switch to renewable heating and cooling solutions. In this regard, the proposal in the Renewable Energy Directive for national schemes reinvesting 1% of the heat demand into a transition to RES-HC (Art. 23), can be made stronger in order to push Member States to implement it, while giving them some flexibility on the how. ESTIF also supported the direction of the new measure for DH, supporting the decarbonisation of the heating and cooling supply and stressed the need to focus on the decentralised level, and for further measures for the installers.
