Energy Performance of Buildings Directive: a policy update

As the review of the Energy Performance of Buildings Directive has been set as the priority for the current Maltese Presidency of the EU Council, works on this dossier are proceeding full steam ahead in the Council working parties, and might lead to a general agreement in the Council by early June.

On the Parliament side, works are proceeding more slowly, as the report is being hammered out by Danish MEP Bendtsen from the S&D group, while many shadow rapporteurs did not yet start working on the file. Bendtsen made it clear that he wants an ambitious proposal, with a strong focus on financing for building renovations and a clearer long term view. From the Council side, however, ambition is lacking, and the Maltese Presidency, in its hurry to close down the file, trashed away many good parts of the proposal.

ESTIF has been leading the renewable heating coalition efforts on this Directive. We have been forging our joint proposals, and presenting them to the Rapporteur, and soon also to the main shadows. We have also been building alliances on specific items with likeminded associations, such as EHI for the labelling of existing heating systems, or the Building Performance Institute Europe on the long-term renovation strategies.
