Energy Union, Heating & Cooling, Consumers? - It’s all about efficiency and comfort in buildings

On June 14, EURACTIV organised a workshop to discuss the EU’s approach towards energy efficiency and heating & cooling, in order to investigate why the sector is so relevant, what can be done to improve the current situation, what could be expected in the incoming legislation review, and how to deliver on the renovation ambition that would lead to NZEBs buildings.

DG ENER Officer Rados Horacek presented the actions the Commission is planning to undertake in this sector, distinguishing between 4 different measures: legislative review, better implementation of existing legislation, new non-legislative initiatives, and improvement of existing non-legislative initiatives. He also presented the Smart Financing for Smart Building Initiative, as a ‘chapeau’ Communication, which will also address energy efficiency in the industry and commercial sectors, with the aim of unlocking private financing, by promoting aggregation, de-risking and better orienting available public funding.

The following debate with stakeholders centred on the need to speed up the renovation rate, and improving data collection in the sector, as well as on solutions such as the EPCs and stable policy frameworks up to 2050. In particular, Roland Joebstl, from the EEB, called for a ‘Paris-ambition reality check’ for the EPBD review, suggesting the building sector should aim to be fully RES-based up to 2050.
