Update on the developments of the work related to the RHC Platform

Date: 20 Jul 2016
Category: Solar Heat News

A relevant part of the work related to the RHC-Patform and the analisys of the implementation of the technology roadmaps is done under the scope of the EC tender issued to look into the development in research and innovations, where several organisation, including ESTIF, cooperate with the RHC-Platform.

Main points & Upcoming actions:

  • Drafts of the first report on the status of the implementation of the five Roadmaps  and the draft report on the analysis of the heating and cooling consumers have been sent to the European Commission (EC) and discussed accordingly.
  • RHC-Panels are requested to provide inputs to define the next priorities of RHC-ETIP by end of September with a view to discussing them at the next RHC-Board meeting on 4th October 2016

First report on the status of the implementation of the five Roadmaps

The draft outline of the first report on the status of the implementation of the five Roadmaps, for this document, was sent to the Commission for all panels and technologies. It was indicated that the structure and presentation of the document is good.

In general, for all panels:

·        Some KPIs are too broadly defined and, in some cases, need to be better specified before being monitored

·        Some Roadmaps present the first milestones in 2017 -2018. Therefore, in some cases, KPIs have not been reached yet, but are on the way

·        For some priority groups, no relevant information is available, since the first projects are expected to produce their results by 2017- 2018

It is recommended by the E.C. that all cases are filled in with reference to the list of projects which deal with the KPIs. All cases should be filled in. When no changes with respect to the Roadmap have been made, this should be reported.

In some cases, the experts recommend to better specify the KPIs, as originally drafted in the Common Implementation Roadmap. Whenever this is the case, the suggested updates will be highlighted in red. Whenever pertinent, new KPIs might be suggested.

This report is mainly based on the collection of EU co-funded projects, in order to structure the methodology. The information collection has also started on projects funded at national level (in the countries covered by the scope of the tender). International projects will be the focus of upcoming updates.

More specifically, for this document, ESTIF has contributed with a literature review and a research of R&D&D projects relevant for solar thermal. A database has been formed in order to track and monitor projects with an impact on the KPIs of the roadmap, currently it has approximately 65 projects and is updated on an ongoing basis. Furthermore, an online survey has been created and distributed to coordinators, in order to have a better understanding how the deliverables and results of the projects are related with and affect the KPIs in the solar heating and cooling technology roadmap. Already 21 responses have been gathered and hopefully more will be received. The most relevant projects will be identified in order to facilitate interviews with the coordinators.

The aforementioned work of ESTIF and the information that will derive from it, are also relevant regarding the roadmap update and results of the survey and the research will be discussed with the ESTTP by September.

Final version of the report is due to be sent to EUREC (EC tender coordinators) by the last week of October (24 October), from all panels.

Intermediate report on the analysis of the heating and cooling industry

EURAC is in charge of mapping the Heating & Cooling sector in Europe and relevant third countries. At this stage, there is an analysis of the data to be gathered (and how) in order to have a clear picture per sector that can be combined into a more general perspective of the H&C sector.

In terms of understanding the solar heating & cooling sector, the following diagram (under discussion) shall be the basis for the data collection for this sector.

A first draft report of this intermediate report will be provided by end of August.

In order to complete this report, more time than initially thought is needed. In general, ESTIF and the ESTTP is contributing with data, information and a better view about the structure of the solar thermal sector.

Draft report on the analysis of the heating and cooling consumers

The focus of this document is the analysis of the heating and cooling consumers. This is done through a literature review and by setting up a network of experts that can elaborate on the drivers and barriers experienced by different types of RHC consumers for a suite of European countries.

The research for this part started with a round of scoping interviews with one key representative for each key RHC technology in the study. The aim of these interviews was to contribute to a first understanding of key current issues regarding RHC and user acceptance in Europe.

The draft report on the analysis of the heating and cooling consumers was sent to the EC and it was commented to be in line with expectations.

The establishment of an expert network is still a work in progress. More experts are still being identified and selected, especially in those areas where literature is not available (e.g. Turkey for heat pumps, geothermal and solar thermal). The final draft will present a comprehensive list of experts covering the geographical scope of the report.

The part on “Customer segments and gatekeepers” needs also to be better specified, since some terminology is not always clear (e.g. Residential segments: Common decision-making criteria at least for residential, can be grouped into five categories and fifteen sub-categories).

In general, there will be some more research in selected countries. ESTIF will at this point contribute further by providing additional contacts and comments to the proposed drafts.
