EC stakeholders consultation meeting on EED and EPBD review

As foreseen in the Energy Union Strategy adopted on 25 February 2015, the Commission launched the Review of Directive 2012/27/EU on Energy Efficiency (EED) and the Review of Directive 2010/31/EU on Energy Performance on Buildings (EPBD).

Both reviews are foreseen for adoption before the end of 2016.The review processes are supported by stakeholder consultations. ESTIF also contributed with written contributions to these consultations. It also includes impact assessments, expected to be released soon.

As part of this consultation process, the Commission services organized a high-level stakeholder event on 14 March 2016 in Brussels. This event focused on the discussion of possible policy options within the review process of the EED and the EPBD. ESTIF was represented by its Secretary-General, Pedro Dias.

The European Commission staff, from DG ENER, presented the different policy options being considered for the review of specific articles in these Directives. In general, positions advocated by ESTIF were reflected on the options discussed and taking into account the presentations we could say several of those options seem to be well regarded. For instance, one of the points is based on the synergies between energy efficiency and renewable energy that needs to be translated into the regulations in a way that allows RES to be in an equal footing with Energy efficiency in several of the measures propsed. This topic raised a heated debate, as these proposals were not welcomed by different stakeholders on the energy efficiency side.

Though there were also other points for concern, such as the announcement by the Director for Res in DG ENER of the intended articulation between EPBD and market design, which could hint in additional efforts and measures regarding the electrification of the heating sector.
